Deputy Associate Administrator for Insurance and Mitigation, FEMA
Mr. David I. Maurstad serves as the Federal Emergency Management Agency’s Deputy Associate Administrator for Insurance and Mitigation. As the senior career leader in FEMA’s Federal Insurance and Mitigation Administration, he leads the delivery of the agency’s risk management, mitigation, and flood insurance programs. These programs act as a catalyst to drive increased understanding and proactive actions to help people in communities reduce their losses from natural hazards.
Mr. Maurstad is the chief executive of the National Flood Insurance Program (NFIP), serving 5 million policyholders across more than 22,000 communities. He leads the reinsurance and risk transfer program that underpins the National Flood Insurance Fund. Additionally, he leads the National Earthquake Hazards Reduction Program and the National Dam Safety Program. Collectively, these FEMA programs promote a culture of preparedness, enable faster recovery from disasters, address repeated flooding, and address long-term vulnerabilities to life, property, and well-being in communities across the nation.
Mr. Maurstad brings 40 years of insurance-industry and disaster resilience experience with him to FEMA. In 2016, he returned to FEMA as the Assistant Administrator for Federal Insurance after spending seven years in the private sector. In this role, he led transformative efforts in the NFIP to increase flood insurance coverage nationwide by providing quality products and concise information that consumers value so communities and individuals can effectively prepare for and recover from floods.
In 2004, Mr. Maurstad was appointed as FEMA’s Assistant Administrator for Mitigation and Federal Insurance. At that time, he oversaw the development of the Unified Hazard Mitigation Grant Assistance Program and the MapMod program to modernize the nation's flood hazard maps.
Mr. Maurstad was appointed by President George W. Bush as the Regional Administrator of FEMA's Region VIII in October 2001. As Regional Administrator, he coordinated the agency's prevention, preparedness, and disaster response and recovery activities in six states: Colorado, Montana, North and South Dakota, Utah and Wyoming. In 2002, he served as the senior federal official for the XIX Olympic Winter Games in Salt Lake City, UT.
Mr. Maurstad has also held the elected positions of Nebraska’s Lieutenant Governor, State Senator of the Nebraska Unicameral Legislature, and Mayor of Beatrice, Nebraska.
Mr. Maurstad holds a Bachelor of Science degree in business administration and an MBA from the University of Nebraska. He was a member of the National Academy of Sciences Water, Science & Technology Board from 2013 to 2016.
